Degrees, minutes and seconds. Very predecimal. In fact, almost pre-writing: we navigate by the Assyrian calendar.

Which would probably be why it doesn't work. Did you see the tickybox about reading the instructions at the top of the next page? Did you tick it? And did you then read the instructions saying, "give as decimals, not degrees and minutes"?
